(Ottawa, KS) – You can speak once, but not twice. At last night’s regular Franklin County Commission meeting, Chairman Ed Taylor rejected one man’s request to speak a second time. Commissioners also heard complaints about the lack of a law to protect county residents against vicious dogs in the rural area of the county. The Commission approved applying for a 15-thousand dollar grant from the Kansas Division of Emergency Management for what is called a comprehensive county resource management inventory.
