TOPEKA — Kansas Lt. Gov. Mark Parkinson said it’s business as unusual until Gov. Kathleen Sebelius is confirmed as President Obama’s new secretary of health and human services. When she’s confirmed, Parkinson, a former Republican party leader, will become the state’s next Democratic governor.
