OTTAWA — Franklin county commissioners gave a preliminary OK Wednesday to a state program in which the county would get a grant to buy and repair foreclosed houses. Commissioners said they may join the program if the state allows the county to turn over the houses to ECKAN. ECKAN is working out a similar deal with Miami County.
Commissioners originally had been skeptical of the program but met earlier with a state official who explained it.
