OTTAWA — An architectural study has recommended that Franklin County build a new juvenile detention center on a five-acre site next to the Elizabeth Layton Center’s Eisenhower Road clinic. The center as proposed would have 10 to 13 beds plus a day school, which would hold classes for juveniles who don’t stay at the center but need supervision, Dan Rowe, Treanor and Associates said. As proposed, the center could cost $4-$6 million, he told county commissioners Monday. If the county commission were to agree to the proposal, it would be two to three years before a new juvenile center is built, said county administrator Lisa Johnson.
