WELLSVILLE — The Wellsville City Ccouncil will wrestle with future capital improvements and the issue of annexation when they meet at 7 tonight at the Wellsville City Hall. Capital improvements refer to long-term big-ticket items such as streets and sidewalks, vehicles and equipment. An easier matter involves the Wellsville Girl Scouts’ request to use the city’s gravel lot for a concession stand for the city-wide garage sale.
