OTTAWA – Philip Dudley, who will be the next Franklin County appraiser, said his experience as a rural and residential appraiser for Johnson County and his background in Miami County helps make him says familiar with the changes in property values in a fast-growing county like Franklin County. Dudley, two-term mayor of Osawatomie, was hired by the Franklin County Commission Wednesday.
