POMONA — The West Franklin school board has received the authority to raise a special property tax called a capital outlay levy for building and maintenance needs. County Clerk Shari Perry said a protest period ended Tuesday night without any petitions being filed against the proposed tax. That would allow the board to raise a capital outlay levy of up to four mills. School officials say they need the money to repair heating and air-conditioning systems and roofs on the school’s buildings.
