OTTAWA — A plan to use smaller gravel for roads in rural residential subdivisions got a rocky reception from three Franklin County commissioners Monday morning. Commissioners Don Hay, Sue Farrell and David Hood told county administrator Lisa Johnson that the plan was too expensive. Farrell said she liked the smaller gravel but wasn’t willing to pay the nearly $21,000 extra for it. The county will put a chip-and-seal layer of rock and road oil on subdivision roads this summer. Johnson saiod the regular rock creates dust in the subdivisions and has created complaints from subdivision residents.
