OTTAWA – The Franklin County Commission flipped a coin Wednesday after two local surveying companies submitted identical bids to do some surveying work for the county’s John Brown Road project. The winner — Taylor Design Group, with a bid of $2,300. The project is being paid with a grant from the Obama Administration’s economic stimulus money.
