OTTAWA — Because of a tie vote Wednesday morning, a proposed Franklin County juvenile detention center will be in lock-down. Because of the 2-2 vote among commissioners, county administrator Lisa Johnson was barred from signing an agreement with the Layton Center for preliminary work on a proposed site on Eisenhower Road. The agreement would have created a process for the Layton Center to sell the site to the county. County commissioner Don Hay asked Johnson for a list of the players involved in the proposed sale. Johnson replied there were no other players other than the county and the Layton Center. In response to another Hay question, she said there were no real estate agents involved in the process. Hay and David Hood voted against the memorandum. Ed Taylor and Don Stottlemire voted for it. Sue Farrell didn’t attend this morning’s meeting but she supports the memorandum and there will likely be a do-over.
