OTTAWA — A bill expanding federal authority over the nation’s waterways draws criticism from U.S. Rep. Jerry Moran. Under a bill passed by the U.S. Senate, the definition of “navigable waters” would be expanded to include virtually all of the waters and those things that have an impact on them, he said. Under the U.S. Constitution, the federal government is in charge of navigable waters. Moran said that’s an interpretation that’s too broad for his tastes. He says his committee will work the bill and he says he’s trying to kill it. Moran is a candidate for the U.S. Senate and spoke to the Franklin County Farm Bureau Tuesday night.
