OTTAWA — Ottawa police said a case of an 18-year-old Ottawa man arrested on suspicion of rape and aggravated indecent liberties with a child has been referred to the county attorney’s office. Jacob Green is in the Franklin County Jail. Police said the case involved an underage juvenile who knew Green. Police said there are no more suspects and no more victims.
