OTTAWA — The Franklin County Commission approved the final payment for the last chip-and-seal project. County public works director Jim Haag said the county will about more than $50,000 more because of higher asphalt prices and other changes requested by the county. Haag told commissioners he will hold the final payment to Killough Construction, which did the work, pending the repair of some cracks in one area.
