OTTAWA — The city commission could make changes in the Youth in Government program to make it easier for busy students to join and have an impact. In the future, students in youth in government could join commissioners in discussions, city manager Richard Nienstedt. The program is designed to show teens how local government works and how decisions are made, he said.
