OTTAWA — Franklin County commissioners decided last night to send a letter to the U.S. Department of Justice on how the county used a Justice grant. County administrator Lisa Johnson said the letter is routine. Johnson said the county used the grant money to cover budget shortfalls in court operations in the Fourth Judicial District, which includes Franklin County.
