OTTAWA — That nasty bully Kansas Department of Transportation twisted the Franklin County commissioners’ arms Wednesday morning — to take more federal money for a project to replace the Vermont Road bridge near Rantoul. KDOT didn’t have to twist too hard, though. Commission chair Ed Taylor said the deal that allows an open-ended federal commitment was advantage to the county. Anytime the county can get more federal money and use less local money is always welcome, said public works director Jim Haag.
