OTTAWA — Business is booming but that isn’t good for juvenile detention director Ethel Wallace. In fact, it means less money, Wallace told county commissioners this week. The center often gets some money from other counties to hold their juveniles and many times, parents pay some of the costs to hold their juveniles. However, this summer, the center has held more Franklin County juveniles and those are being held for longer periods, she said. Because of the bad economy, parents haven’t been able to make reimbursement payments, she said.
