TOPEKA – Gov. Mark Parkinson has asked a federal agency for an outside review the state’s prison system. Parkinson has asked the U.S. Department of Justice’s National Institute of Corrections to take a look at the state prison system and procedures before the next legislative session beginning in January. Parkinson is reacting to a series of newspaper stories by the Topeka Capital-Journal. The Capital-Journal stories detailed a pattern of sexual misconduct and abuse involving male guards and female inmates at the Topeka Correctional Facility.
