OTTAWA — Because legislators spent nearly $1 billion of the state’s reserves in three years to keep from raising state taxes, Ottawa school Superintendent Dean Katt said local governments will face some unpleasant choices in the next few years. Katt said the school district will face more cuts this year and could face steeper cuts next year.
