OTTAWA — The Ottawa City Commission approved an agreement Monday with the Kansas Department of Transportation for the Prairie Spirit Trail. City manager Richard Nienstedt said the agreement would allow the city to spend federal economic stimulus money to install lights along the trail. The city had hoped to use solar-powered lights but looked for alternatives because the solar lights didn’t have enough power to go all night.
