OTTAWA — The Ottawa City Commission will discuss changes to the rules relating to contractor licenses this afternoon. Members of the Ottawa-Franklin County Economic Development will meet with city commissioners about contractor licenses. The commissioners will also discuss issuing $2.3 million in bonds for a new water tower and other water system improvements north of the river. The city’s study session is 4 this afternoon at city hall.
