KANSAS CITY — A federal grand jury in Kansas City, Kan., has indicted a 31-year-old Ottawa man with two firearms charges. U.S. Attorney Lanny Welch said Ryan Mendoza is charged with unlawfully possessing a firearm after a felony conviction and possessing an unregistered rifle with a sawed-off barrel. He faces up to 10 years in prison and a fine of a quarter-million dollars on each charge, Welch said.
