OTTAWA — The city commission is debating about a proposed improvement at the water plant. City manager Richard Nienstedt said the city has struggled with building a new clearwell because the original bids were more than expected. City officials have been working on ways to bring the project back to the original engineering estimates, he said. The clearwell serves as an underground water storage and would replace a storage reservoir that’s nearly 85 years old.
