OTTAWA — The Ottawa City Commission will take a final look today at a proposed ordinance that would establish a new licensing procedure for contractors doing business in Ottawa. City manager Richard Nienstedt said the process took several meetings with tradesmen, business owners and city planners. The commission will meet this afternoon at 4 at city hall.
