OTTAWA — City commissioners will decide tonight whether they want to accept economic stimulus funds to help build a new underground reservoir, called a clearwell, at the water treatment plant. The cost and a proposed increase in water rates to help pay for it has turned off some commissioners. City manager Richard Nienstedt said the city staff has been working on cutting the cost of the clearwell. The commission meets at 7 tonight at city hall.
