OTTAWA — The Franklin County Commission discussed buying land from the Elizabeth Layton Center’s Eisenhower Road clinic for a juvenile detention center. County administrator Lisa Johnson told commissioners Monday that an appraiser has set a price for five acres south of the clinic of $80,000. Commissioners say the county needs to build a new juvenile center and could buy the land early next year.
