BALDWIN CITY — The Baldwin City Council recently awarded a nearly $590,000 bid for the next phase of the city’s sewer upgrade. The bid is nearly $125,000 below the engineer’s estimate for the project. Because of low bids, the city may end up paying a half-million less than expected for the entire project. The city has received a low-interest loan from the Kansas Department of Health and Environment.
