OTTAWA — It was a hit and run accident Monday afternoon that really ran – all the way to Edgerton. After a vehicle hit a vehicle driven by Harland Proctor at Keokuk and Main and took off, Ottawa and Franklin County officers set off in pursuit. The vehicle raced up I-35, sometimes in speeds in excess of 80 miles an hour, before it was stopped in Johnson County. The Franklin County Sheriff’s Department said Victor Brosseit, 53, Raytown, Mo., was arrested on suspicion of DUI, driving on a suspended license and having an open container. He also accused of refusing to take a Breathalyzer test. He is in the Franklin County jail on a $2,500 bond. Cowley County also wants Brosseit for not showing up in court.
