OTTAWA — Once in a blue moon there’s a blue moon on New Year’s Eve. And there will be a blue moon Thursday night to light up revelers ringing in the new year. It’s the second full moon in the month. The National Weather Service predicts partly-clear skies above Franklin County so there’s a chance you may see it if you aren’t lit up.
