TOPEKA — A legislative committee has offered two proposals that would increase taxes to drive a new state 10-year transportation plan. Both proposals would issue bonds and raise car and truck registrations. One proposal would raise the fuel tax. The other would apply the state sales tax of 5.3 percent to fuel – there aren’t any sales taxes on fuel sales — but cut the state’s fuel tax by five cents a gallon. Anti-tax legislators said they’ll fight both proposals. The legislative session starts Monday.
