TOPEKA — When the chips are down … well, maybe not in southeast Kansas. The Kansas Lottery said it received no new applications to manage a casino in southeast Kansas by Friday so it has extended the deadline for applications to April 16. Last November, the Kansas Lottery rejected an application from one group because the developer didn’t meet the minimum requirements.
