TOPEKA — Opponents of the Kansas death penalty have renewed their attack this week at Topeka. They say it’s too expensive during a time of the state’s severe budget crisis and when the state faces the specter of cutting parole and probation program. They also say the death penalty isn’t a deterrent. Although the state has a death penalty, it hasn’t been used. However, Statehouse observers say it’s not likely legislators will repeal in an election year.
