OTTAWA — A powerful, fast-moving storm dumped a coating of ice and six to eight inches of snow on much of central and eastern Kansas this weekend. There were some reports of power lines down in Franklin, Osage and Coffey counties. However, Franklin County emergency management director Alan Radcliffe said the county dodged the worst of the storm. The northwest corner of the county received about a quarter-inch of ice and fortunately, the wind didn’t blow, he said. Westar said all power has been restored.
