OTTAWA — Because of the state’s financial problems, Franklin County commissioners have decided to get an early start on the county budget. County administrator Lisa Johnson asked commissioners for their first thoughts, and they’ve said they’d like to hold the mill levy as much as possible while still providing county services. They also said the county also needs expect significant road repairs next year because of the severe weather earlier this year and last year and to look at a new juvenile detention center.
