OTTAWA — Financial firms and architects are finding the county’s proposal to build a new juvenile detention center economically stimulating. The county has received four bond proposals from financial companies and nine proposals from architects for the building project, county administrator told commissioners Monday. A special committee will look at the proposal and offer recommendations to commissioners later. Johnson told commissions that officials from the Elizabeth Layton Center are requesting to have a member on the committee. Commissioners agreed with her suggestion to add Ottawa city manager Richard Nienstedt, who is a member of the Layton board, to the committee. If the county opts to proceed, it would buy land next to the Layton Center’s clinic southwest of Ottawa for the new detention center.
