OTTAWA — The question on what to rezone the Elizabeth Layton Center and a site that could be a new county juvenile detention center southwest of Ottawa produced a 3 to 3 deadlock on the Ottawa Planning Commission. The city commission didn’t waste any time Wednesday night ending the deadlock, voting 5-0 to approve the rezoning in less than a couple of minutes. Planners had disagreed on the type commercial zoning for the sites. City commissioners adopted the recommendation of the city planning staff.
