OTTAWA – The Kansas Highway Patrol has identified the three-year-old victim of January’s massive 40-vehicle pileup in the fog on I-35 outside of Ottawa. Ivan Sebastian of St. Joseph, Mo., was killed when the van he was riding plowed into a semi-truck. The van was rear-ended by two other vehicles. According to the best estimates, about 40 people were injured and were taken to hospitals across the Kansas City area.
