TOPEKA — Kansas will be a smoke-free state. Gov. Mark Parkinson signed the bill Friday and called it good news for the state and Kansans’ health. The thousands of people who have pulmonary disease will able to go to restaurants, bars and most businesses without fear of damage to their health, he said. He decried an exemption that allows state-owned casinos to allow smoking. The law takes effect July 1.
