OTTAWA — Franklin County will pay for five acres of land it’s buying from the Elizabeth Layton Center for a new juvenile detention center on Eisenhower Road, southwest of Ottawa. However, during Monday’s county commission meeting, county administrator Lisa Johnson said that because the land was used as collateral for special bonds used to pay for an expansion at the Layton Center a few years ago, the money won’t go to the Layton Center. Because the land that is being bought by the county is no longer being used for collateral, the money from the sale will go to bond holders rather than the Layton Center, she said. The commissioners will OK the deal Wednesday. Commissioners will also pick Treanor and Associates to design the new juvenile center and Springsted as the county’s financial advisor.
