OTTAWA – A recent public hearing held by the Ottawa City Commission on whether to issue $5.3 million in special bonds to Neosho County Community College got little public comment. Dottie Riley, the city’s bond counsel, was the only person speaking. The city plans to issue the bonds so Neosho County can build a new campus along K-68 in eastern Ottawa. The city wouldn’t be liable for paying off the bonds, she said. The college’s foundation would receive the bonds and build the new campus and lease it to the community college, and would repay the bonds from the lease payments, she said.
