OTTAWA — On a split vote Wednesday morning, Franklin County commissioners named a financial advisor and an architect for a proposed juvenile detention center southwest of Ottawa. Commissioners voted 4-2 to named Springsted, Inc., as financial advisor and Treanor Architects as the architect for the proposed center. Commissioners David Hood and Don Hay voted against. Hood said he objects to the cost of a new juvenile detention center and says now is not the time to be spending the money.
