OTTAWA — For the second time in two weeks, county commissioners offered a free building permit Wednesday to a couple who lost their house to fire. In this case, county planner Larry Walrod said Ed and Nancy McDaniel want to rebuild their house, which was destroyed by fire in January, in the 4800 block of Vermont Road near Wellsville.
