OTTAWA — On a 4-1 vote, the Franklin County Commission agreed to a deal Wednesday that transfers land from the Elizabeth Layton Center’s Eisenhower Road clinic to the county for a proposed juvenile detention center. The $80,000 will go to pay off some of the bonds used for an expansion at the Layton Center. County administrator Lisa Johnson said the county can still reverse the process if the decision is made not to proceed. Commission chair David Hood has objected to spending the money for the juvenile center and cast the sole dissenting vote.
