OTTAWA — A 38-year-old Kansas City man was taken to Overland Park Regional Hospital early this morning as a result of a one-vehicle traffic accident. Luis Belmontes was driving north on I-35 when his car hit a guard-rail and a barrier wall on the Marais des Cygnes River bridge, the Franklin County Sheriff’s office said.
