OTTAWA — The city of Ottawa is looking at creating a stormwater utility in which residents would pay fees for projects designed to prevent storm water from washing trash and pollutants into streams. City manager Richard Nienstedt said city commissioners have been reviewing a study of other cities’ stormwater utilities and have decided to proceed with further studies. The work on establishing a stormwater utility will take most of the year, he said. Federal and state regulators are ordering Ottawa to create the stormwater utility.
