OTTAWA — The state is looking for a little help from its friends – in this case, Franklin County’s Rick Sawin and the county noxious weed department. The county commission approved a contract Wednesday with the state for the noxious weed department for spraying weeds along state highways. The county has been spraying weeds along highways for several years. S awin said there’s no change in his fees to the state other than increased costs for the chemicals.
