OTTAWA — Republican Sen. Pat Apple, a former school board member, said Saturday an attempt by House Republican leaders to look at money that Kansas school districts have in the bank is misleading. School districts also raise money for capital improvements and for bond and interest payments, he said. Under the state constitution schools can’t spend that money for other purposes and often, that’s the money that the schools have in the bank. House Republican leaders came in for a volley of criticism from legislators from both parties during Saturday’s legislative coffee in Ottawa.
