OTTAWA — On a 3-2 vote, Franklin County commissioners approved a contract with Treanor Architects for a new juvenile detention facility this morning. County administrator Lisa Johnson said the contract doesn’t require the county to build the facility but allows design work to begin. Commissioners Sue Farrell, Ed Taylor and Don Stottlemire voted to proceed; commissioners Don Hay and David Hood were opposed. Hay said he supports the facility but given the economy, now is not the time to spend the money. If the county proceeds, the new juvenile detention would be built next to the Layton Center’s Eisenhower Road clinic on the southwest edge of Ottawa.
