LOUISBURG — In Louisburg, a proposal to raise the city sales tax by a quarter-cent for 10 years barely won, 131-124. The quarter-cent increase will be used for storm water and downtown revitalization studies; and water, street and walk-way improvements and fixes at the city lake dam. There were two uncontested Louisburg City Council races. The only two candidates were Carolyn Karns and David Cannon.
