OTTAWA — The Ottawa City Commission issued $5.27 million in special bonds last night so Neosho County Community College can build a new campus along K-68 in eastern Ottawa. College officials say the Ottawa center is outgrowing its campus at Second and Beech. The city’s bond attorney, Dottie Riley, told commissioners the bond issue is a no-lose deal for the city because the Neosho County Community College Foundation will pay off the bonds and reimburse the city for any incidental expenses.
